Yes, I have an option to resolve (and unresolve) comments here. If commenters are unable to resolve their own comments that’s a permission issue we should resolve with ASF Infra. We don’t have well defined etiquettes here, but the author should not just assume it’s fine because they want to - I know several reviewers whose process would be disrupted by this, and creating additional burden for reviewers is not cool.
