Review Comment:
   I think this should just be folded into SystemDistributedKeyspace, since the 
metadata() returns that but missing the correct defaults from the system 
distributed it might cause some weirdness, also having the GENERATION number 0 
when being merged into the system_distributed. I think would be better to hve 
these tables in the keyspace that owns them
