Secondly - this is a significant addition to Jena so there'll need a software grant at some point to keep everything neat and tidy. This is routine. Is it Manchester University? How much of the is code you personally have written and how much is code written by someone else? For code you wrote, it doesn't matter whether that was via `owlcs/ont-api` or not. It is as if you are contributing directly. How much of this PR is code others have written, and for significant amounts, are they aware and agree that you are making this contribution? This is more than licensing - the Apache Software Foundation does not get involved in "hostile forks".
