I can confirm the statements above. Patch set is too large for me to go through, but the OWLAPI project doesn't have any Jena references, so I believe all the code here has been developed outside the Manchester university, and just hosted under the owlcs "organisation", which is not part of Manchester university anyway - the original members were Manchester university phd students or postdocs. I can't comment about the code origin, but it's certainly not a hostile fork - or, indeed, a fork - as far as OWLAPI and Manchester university are concerned.
