Erm, not so. First, "Windows" is not *a* thing. 95 is not 98 is
not ME is not XP is not 2000. Second, I use three (count 'em) three
operating systems which use the ".exe" extension for executables
and which will not run a "Windows" executable (any flavor).
A stated desire for "a program which is ready to run" is a vague
wish, not a list of requirements suitable for someone trying to
satisfy someone else' needs.
Could you develop such a program given such vague requirements?
I could not, and I've been doing it since 1980 or so.
OS, input/output format requirements, memory usage, CPU, all these
enter into the mix, and not one was specified.
