My understanding of BOINC is not deep so I may be mistaken but it appears to me that the processing engine is not part of the standardized package but is downloaded into the boinc client when you attach to a project. The boinc client then launches say a setiathome client when it is time for it's share of computing power. My suspicion is that you'd only slow down based on the percentage of computing time given to GIMPS and any boinc client overhead which I believe is minimal.
