>From our perspective, this is an issue that is not so much a HIPAA mandate,
as it is a business issue between covered entities and business associates.
In this case it appears as though the outsourcing agencies are confident
that they can store and maintain the statements in a secure environment.  It
also appears as though they do not wish to accept responsibility for the
level of physical security, privacy practice and informed consent needed to
distribute the statements.
