I don't see any provision in HIPAA privacy rules for a verbal authorization. Section 164.508(b)(1) states that a valid authorization is a "document," and that is must contain all of the required elements, which includes a signature.
Section 164.510 lists the only instances in which PHI may be used or disclosed based on a verbal agreement by the patient. Bill William A.
