Bill & Teresa, Certification is voluntary at this point, though highly advisable for your CPOs. My personal feeling is that the more industry trained professionals that you have on staff, the easier your implementation, and potentially the easier the CRO and State cops will be during their audits - though I have no proof of that yet, but base it on other regulatory experience with the FDA. There is a certification standards body being formed (so I'm told), though not yet there. The current certification provider is the Florida Gulf Coast University, Bonita Springs, Florida (an accredited Florida state university)( http://www.fgcu.edu/ ), through their Center for Leadership and Innovation (http://www.fgcu.edu/cob/cli/). Their education partner is a company called Pangaea (http://www.pangaeaedu.com/public/). I was in their first class on April 3rd, so this is leading edge. They are taking this on the road, around the country. There is a cost, below $1,000 per attendee. You should visit their website for more details. While I've been working with HIPAA now for almost 5 years, I did find it a very useful course. I do recommend it! My understanding at this point is that the certification is renewable annually.
