You can just record the action with a percentage value selected (instead of pixels) in the image size box. I have several that do this, is no problem. Or am I missing your point?

But if you do want to separate the portraits from the landscapes then there is a built in Applescript in Iview (Mac only) that does just that. It's cheap & it works. If it doesn't work for you then you probably don't have the latest version of Applescript.
