Hi to Simon and Tim.
If you are using Photoshop 7.x there is an improved way to add borders
that will fall outside the original image.
Set your background to the colour you require, (in the example
question, to Black).
Go to Canvas Size.
Check the 'Relative' box.
Change the Units to points (you can define your border as you wish, but
rules are generally defined in point sizes).
Click OK.
Unless your file is massive, and this is unlikely in the scenario
described, this does not take all that long, and it could be made an
Action, and assigned an Fkey, or if there are several could be batched
or even made into a Droplet.
