Just a small addition to this excellent point...yes PDF overcomes all
platforms/apps issues between most users.

If the Photoshop file contains large amounts of white 'paper' and a smaller
amount of text I would go for ZIP compression in the PDF (better
compression, no JPG artifacts around type).

The other thing I would do is to change the file creator code from 8BIM to
CARO if this was going to a classic Mac OS user, so that it goes to Acrobat
and not Photoshop (as saving PDF from Photoshop tags the Photoshop creator
code). Obviously bitmap or greyscale modes preferred over colour depending
on the content if file size is a concern.

On the JPEG read problem by some other software - I think that a save for
web is 'clean' and makes the lightest file for web, while save as jpg can
contain other stuff which can choke other software? If the image is for web
browser display then I would use S4W but if the file is a print file that
needs jpg for transmission or whatever, the save as would be required to
keep the extra data intact. I am no expert on this so I don't want to muddy
the waters - hope I got that right.
