You can also burn a Video CD with Toast, however, you will have to export the file from iMovie to Quick Time. Then, in Quick Time you can export the Quick Time file as a "Toast Video" file and burn a Video CD using Toast. Under Quick Time Pro's "expert" export settings you will have control of compression ratios etc. I would suggest making it as high a quality as possible.
However, I will say that you have to have the "Pro" version of Quick Time which allows you to export and compress video in several formats, to do this. It's well worth the $30 upgrade price from Apple and works great for smaller projects.
Hope this helps a little. I would, though, make sure that you can't just convert the DV file back to analog with Dazzle and run it back out to tape. That would be the easiest thing to do.
