If budget is a concern, you could do worse than look at Jessops 'studio kits'. They do a very cheap / affordable 3 head kit - own brand etc. Very good value for occasional use or those on a tight budget. If you've got a bit more to spend, then goto the Flash Centre in the Brunswick Centre. They could still have some Elinchrom 2 head kits (500 j) used.
