You can do that easily by making a selection, going into QuickMask mode,
running some distortion filters and then filling the selection on a new
layer and playing with the blend modes.
You can also buy plug-ins from Extensis.com or AutoFx.com
that will give you lots of borders to choose from. Then there's probably
free actions available on the Adobe site. Sign into the expert centre (no,
you don't need to be an expert, in fact, you can be downright dreadful) and
download some for free. You can get to it from the support link.
