In the Actions palette find the line that refers to your Image Size command. Look to the left of that and there is a box that when you hover over it will say 'Toggle Dialog on/off' - it's immediately to the right of the tick box that decides whether that step is performed. It sounds like you have it on - there will be a white square with some dots in it. Click on it so that it disappears and your action will go through uninterrupted. I think that will solve your problem.
