i've had some success with a program called photo retouch pro, which has an interpolation method for digital images making it 4x bigger, i've found the results more faithful than fractals and better than PS. I should add than my experience and knowledge in this area is less than exhaustive but if you'd like to send me an image I'll process one and send it back so you can compare....
