You can use just about anything as a scratch disk so I guess you could use an ipod. But it will only come into use AFAIK once you have run out of ram. A separate scratch disk will not speed up ps opening files, only a faster computer will, unless you are opening loads at once and running out of ram.
I doubt you write more quickly to an external disk than you can to the internal one but you could test it v easily.
