I cant help you with Capture One, but I would recommend you take a look at the Adobe Camera Raw plugin. I seem to remember its about �65 to download from the Adobe website. Reported to ship bundled with PS8. As a PS plugin you automatically preview and tag your images in your PS working space which is invaluable. It works fast with lots of functionality, and the size upsampling feature seems very good.
