Assuming no borders:
There must be the same number of images in each row as each column 
Eg images 4.95cm high by 3.5 cm wide are the same proportion as 29.7x21.

6 rows (images 4.95cm wide) by 6 columns (images 3.5 cm high) results in
36 images.

Conclusions (or implausible possibilities):
Ditch 4 images.
Resize the document to fit the images.
Make the grid 7 rows by 7 columns & repeat images bled off the page.
Re-design the cover with one image.
Use artwork & no images (ugh, blasphemy)
