Perhaps you could pick 8 "A" images and size them to 25% the page
height. Then size the remaining 32 "B" images to 12% page height.
Arrange the B images into 8 blocks of 4 images each. (each block
effectively the same size as a single  A image.)

Assemble the resulting 16 units in a 4x4 grid to pattern of your choice.
(Checkerboard, alternating bands, corners and center....)



Or there's always the easy way out. Go to Photoshop> File> Automate>
