Jackie , without trying to be contentious ... Presumably the photographers you have are freelance ? If they are , and are not yet equipped to shoot digital , maybe you should find some who are already are , and have made a substanceial investment into 'kit' , ie. to do 'proper ' property photography one needs perspective shift or correcting cameras and or lenses or be prepared to do some work on the image afterwards (I have worked for your company from time to time). This would save you the time and money .
If you are talking about training some 'surveyors' to do the job , good luck and spend as little as possible , as it will make little difference to the quality in a lot of cases. you could buy something to do the job for about 500 to a 1000 per camera. (We just did TMX spicers website , and this is what they did, but they are at a different (Perceived) end of the market to Savills.)
I am sure that we (this list) could service your companies needs geographically and digitally , it would be interesting to see if the day rate would pay anyone who knew what they were doing.
My apologies if I sound flippant (;-) , I dont mean to , well only a bit .
To give you more idea I reckon we (list or off if you want ) need more data to point you in a direction .
