Does anyone know of a program that will load keywords from a data base?

I've been looking too. I just started working with a reasonably priced utility called Image Info Toolkit.

I think it will offer big improvements in speed, thoroughness and consistency when keywording images. With it you can either build your own keyword catalogue (database) or buy one from Controlled Vocabulary.

You open either jpeg or TIFF images in the IIT interface and open your keyword catalogue. Then you simply select the desired words from the catalogue, which are arranged in several hierarchies, and drag and drop them into your image. It can load whole groups of terms at once! This is a lot faster than the Photoshop File Info window, which only lets you enter one word at a time. When you've finished you simple save and close each image and the keywords are stored in the IPTC field. (If working with jpegs resaving causes no image data loss.)

It's not a perfect solution yet. This is an early version and the developers are listening to user feedback and adding and changing features in response (rather like Ed Hamrick with Vuescan?).
