Here's what Adobe have to say:

Not up on XP but it sounds like the Home Edition is cheaper.

I suspect it will because it's not as specialised a programme as Premier.
Also, even if it doesn't, Elements will - how many people actually need
Photoshop when Elements is overkill? Not only cheaper than the price of a
Photoshop upgrade but given away free with some hardware.

I think Photoshop 8 won't run on OS 9 on the Mac side. It's their
application so I suppose they can do what they like but I suspect the
decisions are very carefully weighed. I can see why they don't want to
support Win 95/98, Millennium and get flack when it's the flakey OS's to
blame but Win2000 is very stable and if it supports drivers for the latest
video cards, I wonder why they didn't support it. I should care...
