You can be in RGB and 16-Bits/Channel mode. The current version of Photoshop
doesn't support all the filters in 16-bit mode as some rely on transparency.

Instead of changing Prefs, try deleting all your them, as suggested, by
holding down all the modifier keys while you start Photoshop.

Also, the problem could be caused to your display driver. Have you changed
it recently or installed new apps or OS updates?...Did you change anything
at all recently? Apart from the requisite underpants? That reminds me...
