you're right, the amount depends on the final output size. Basically, add the
absolute minimum required to remove the banding. I sometimes add a layer
mask, fill with black, and paint in the noise where I need it. Sometimes,
it's worth looking at the individual channels in the image to see if the
banding is more prevalent in one of them, you can just add noise to that one,
and that will minimise the overall effect on the image.
