This works fine,There's a new filter in Photoshop CS called Lens Blur, which allows you to select Iris radius and shape, and also brighten specular highlights to look more 'film like'. You can then add noise back into the image. I don't know whether it compares with the After Effects option.
but I'd like to know if a similar filter is available for Photoshop, which
would make life easier.
