One can also duplicate steps from other actions and drag them to the new
location in another action etc. Adobe have a feature request section - an
action editor and action comments would be good points to inform Adobe that
we need more user friendly features.

Probably becuase it exists.

Cmd/ctrl double click the action in question.

This is also the secret key combo for the Photoshop CS file browser, to make
it open  over palettes - when using the new file browser toggle button on
the options bar.

There are so many places where key modifiers kick in, one can forget to try
them or try a third variation when two others fail.
