I'm not familiar with the filter you are using. However, as far as I know,
if you create an action and include a modal dialog box using the Insert Menu
Item command, a modal icon will appear next to the step and the action will
pause at that point (because, when you inserted the modal dialog, you did
not exit the mode by accepting the settings in the dialog).

OTOH, if you create an action and use a filter and accept the settings in
the filter dialog, a modal icon will NOT appear next to the step (because
you exited the filter mode by accepting the settings in the dialog) and the
action will run without stopping at that point. However, should you need to,
you can insert a modal icon at any time in the empty modal icon space by the
action step. 

There maybe exceptions to the above rule but I am not aware of any.

>From this distance, I cannot see why the action is pausing if all you are
doing is "calling" the filter, specifying custom settings and exiting the
filter dialog when you create the action.

Try creating the action using, say, the USM filter. If you simply call it,
modify the settings and click the OK button to exit the filter mode, there
should be no modal icon next to the step and the action should run without
you seeing the USM dialog. Now compare the steps with the action that's
giving you problems and you may be able to see why the Imaging Factory
filter pauses while the USM doesn't.
