Perhaps another possible method: Open the watermark file, select all, define pattern (name?), close file.
The batch action would then use the pattern fill to 'place' the image (presuming the pattern file is the same pixel count as the images). This is untested at this point in this workflow, but it has been useful in the past (although with later versions of Photoshop the pattern is saved/referenced as an external file once it is defined, offhand I am not sure how this will affect batch actions, I used to like patterns as they were temporary - now there is more complexity (flexibility?) as they are saved and referenced by filename).
