Try using Applied Science Fictions Digital GEM (Grain Equalisation Management) PS plugin. I use it selectively on an image when needed, and it is very effective on areas of even tone, such as the sky, at minimising/eliminating the effects of grain. You can download an evaluation copy and play around with it.
