I've had this problem on a laptop that I changed the disk on. I just looked
and the file is actually in /Library/Scripting Additions ie the 'top level'
library folder. I copied it from my desktop machine and altered the
ownership of the folder & contents to System so that other users could read
it (sys r/w others r). Click to open is now functioning again -- thanks
Shangara!

BTW it's / on UNIX systems like Macs, \ is a Micro$oft affectation :-) :-)
