I've written tools in that past that go some way to preventing casual users from downloading images from web pages but what I always say is if you don't want people to download copies of your images then the only solution is to not place them online in the first instance.
Without getting too technical you can trap certain events (so that the image cannot be dragged for example), place clear images over the top of the image (so users download the clear image rather than the photo), and even prevent the IE6 image toolbar from showing up. All of these go some way to preventing downloads but can't stop them totally as if a user wants a copy of the image they can always simply do a screen shot.
I would recommend visually watermarking your images and placing a copyright statement on your site that outlines both fair and unfair use of your images.
