[PRODIG] more SLRn/c questions

SLRn/c - Is it possible/practical to use one of the low iso modes for 
hand held moving shots and also tripod shots with moving subjects? I 
read that the selected shutter speed is fixed when changing mode, which 
sounds awkward.

Typically I'd:
1.mount a camera on a car and use an 8 second exposure for a whooshy 
background while driving (rig-shot)
2.tripod mount for long exposure with multipop flash
3.hand hold for an arty blurry shot
4.use around iso12 or 25 for a panning shot at say 1sec or up to 1/60th 
without stopping right down

also nobody took up my question about optics: will I get better detail 
from the Nikon or Canon version? Ie; which lenses are sharper on a 
digital body?
