I think he means 1600% and not 1400%. Tchew! I hope he's not in the habit of
downsizing your cheques. <g>

"Powered by the most advanced scaling technology available, pxl SmartScale
offers an easy, intuitive way to scale images up to 1600% with no
discernable loss in printed quality." Is how Extensis.com describe their pxl
SmartScale.

You can download a demo and try it and compare it with Photoshop CS's
Bicubic Smoother algorithm. I suspect there's very little between them,
except you have to fork out another $200, give or take a few cents. Then
there's IfranView for free if you are PC based. It supports a number of
algorithms (not tried them meself).

However, enlarging 1600% and expecting lossless upsizing sounds like a
search for the Holy Grail...maybe Extensis have found it by qualifying it
with "...no discernable loss in printed quality." I suspect after you
increase the size by more than a factor of 2, loss of image quality will be
discernable when compared to the original. OK, maybe not by PowerBook
users...<g>

So, does your client want to upsize Web purposed images, or do they need 500
Mb+ files for fun? <g>
