The file browser will tell you at the bottom "caching image 000111.jpg" or "creating thumbnail image for 000111.jpg" - something like that. If the file is in use for caching, the web photo galary may not be able to access it at the same time. With 700 images, depending on the file size, you may need to leave the mac for half an hour or so to catch up. Or close the file browser.
