I think it's the opposite

the system loads the LUT immediately you click on another profile in
<Monitors> (if the profile HAS an LUT, only display profiles do), but
Photoshop doesn't fully update it's image display [with the new
profile] until Photoshop is active (for that it seems to have to be the
front application). You always have to click PS to get a full preview
of the profile's effect.

p.s.
ever got those Epson profiles made, after the long dialogue we had last
year?
