Yes, to do any form of interenet work FTP or HTTP in a serious way the static IP address is an essential prerequisite.
How would anybody find you? unless each time the IP address was re-allocated the ISP did a DNS change for you, and the users used the name rather than an IP address.
Dircon/Netscalibur/Claranet (they have changed owners more often than my IP address!) fortunately give me a static address.
