I've made an Action and keyboard shortcut to do the above (not including the spotting, alas). If anyone knows a better way, please let us know.

A very fast way to dust bust large areas (like a sky) is to duplicate the layer (Cmnd "J") set to lighten, hit "V" for the move tool then with the arrow keys nudge that layer up and across by a few pixels (enough to cover a decent sized spot). You will then need to layer mask that top layer and paint out where the sky hits the horizon for example. BTW this assumes that the spots are darker than the background.
Also if you are dust busting a whole series of shots on the same background you can clone on a new layer (with the clone tool set to "use all layers" then drag and drop that layer onto the other images (with the shift key held down to register it).
