I don't think you misunderstood. There are a number of workarounds. Probably
the easiest, which I ended up using, is to change the digit serial number
from, say, #1 to #2 and then rename them all again by selecting digit serial
number #1, which was my first choice. This way you don't need to move the
files or to deselect them.

My feeling is a workaround shouldn't be necessary IF the duplicate file name
Photoshop is seeing is included in the batch of files you wish to rename.
Does that make sense?

So, if you are trying to rename a bunch of files in a rising sequence as
fileName_01.jpg to fileName_24.jpg and a file called fileName_12.jpg already
exists in the folder, it's perfectly reasonable for Photoshop to put the
brakes on. However, if fileName_12.jpg is selected, it should be assumed you
want to change it's name (hence the reason for selecting it!) and taken out
of the list of files that exist in the folder.
