To answer your question you can use the Get Info route to select that all .htm files are opened with the web browser.
On a wider note surely this has to be a bug in OSX or InDesign....there is no way InDesign should be set up as the default programme for htm/html files. I had not noticed this before being primarily a PC user but I have just checked on the Mac and was surprised to find this quirk.
