Dear Neil
My proofs are a bit more sophisticated than you suggest. I have approached the whole CM proofing business by double and triple checking when I can. I fortunately know a repro house in the UK not far from me who also prepares work for the same Italian printers. We compare notes. The printers will do test proofs of my files to their profile and settings which means I have an absolute reference to match to when making my own proofs.
As I explained earlier I have been able to ask the printers, when I have been there, to run their first sheets at THEIR settings rather than using any prior history of my files.
One thing I have been lucky with is that a paper I often use has almost exactly the same reflectance as the HP semi matte proofing paper.
My only problem now is that the print colour is so reliable I don't need those little holidays in Italy to oversee the colour on the press. My wife isn't best pleased either!
Yours

Their adherence to standards depends, of course, on how you were proofing, (and to what standard) and if they adjusted to your proofs. If your proofs were made using standard settings on your HP20 then they were probably quite a way from an ISO web coated spec. However, as it works for you I'm certainly not knocking it.
