This is not a "fault" it's a "new feature" in Photoshop CS. It enables you to work on a small area of an image at the centre of your screen, instead of at one edge as in previous versions. It also means that you can get to the transform handles when doing a transformation where one or more handles goes beyond the edge of your image.

I find it a definite improvement.
