No app in a standard XP system can access more than 2GB RAM total. There is
a way to boot XP so that the per-application max goes up to 3GB, but
Photoshop can't use it anyway. CS behaves the same way.

The advantage you'll get from having 3GB RAM instead of 2GB is slight unless
you run other big apps, in which case Photoshop can use about 2GB and the
other apps and the OS can make use of the other GB.
