Ian I haven't tested this but I would think ACR uses whatever algorithm you have set in Prefs. If you haven't altered it, it should be set to Bicubic. That means, when you resize in ACR, it's not using the Bicubic Smoother algorithm (recommended for upsizing). This link may be of interest.
