Is there an image quality or other reason why I should not just open
the folder on desktop, do a copy-paste to the new folder going to the lab
Copy & paste the file makes an exact duplicate, whereas open & save as reorders the JPEG compression. I would not have thought that saving once in PS at JPEG level 12 would introduce any artifacts, but copy/paste certainly does not.
