They appear to be connected in as much as they all use brushes. I haven't
come across this problem before but I would try Richard's suggestion, even
if you haven't set any prefs. To do so, hold down Ctrl+Alt+Shift a split
second after you launch Photoshop and confirm the deletion when asked.

I would also try creating a new document in RGB mode, selecting one of the
problem tools, Right-clicking on the tool's icon on the Options bar and
selecting Reset All Tools. If the tools work on the new document, then the
problem is with the file you were working on. If they don't, then the
problem is with the installation (probably something corrupted or is
conflicting).

If the above doesn't help and no one else replies, do a search on Google or
phone Adobe support. The latter will probably be quicker.
