Feed the output from VHS tape player into a miniDV Camcorder, and output from that into the computer.
The VHS is analogue and you have to convert it to digital for the computer & subsequently DVD.
Find a friend with a digital camcorder - one that has a digital out that your PC can take (firewire?).
Another easy way is to feed the output from a VHS machine into a DVD recorder (one for TVs) but check compatibility of DVD type for playback, and don't omit finalising disk.
Otherwise yes there are special cards & boxes - but these are straightforward.
