I use to work with a G4 PB connected with a 19" LaCie, and I feel quite comfortable with them, palettes are on the CRT, and the picture on a LCD.
I had a look at a 23" at a friend studio and favour my solution as it make a clear difference between the tools area and the picture's one. I must add I use shortcuts and actions most of the time.
Regarding the prices it should worth consider buying a cheap 15" LCD and a 19" CRT or (LCD () :-)

I would stay away from monitors that max out at 1280 x 1024 ppi resolution.
You will need two to do any work with speed and comfort in Photoshop. If you
can afford it, go for a 20" minimum screen size. The 20" models that I have
looked max out at 1680 x 1050 ppi, which should give you ample desk space
without having to squint.
