Meanwhile, johnmcarr made python24 packages available for lucid:

I used it successfully for several Plone 3 installations (after
uninstalling the karmic packages before).

For completeness sake, to make the PPA available to ubuntu:
# apt-get install python-software-properties
# apt-add-repository ppa:python24-team/python24
# apt-get install python2.4 python2.4-dev
